Judge Blocks Public Vote on County Police Merger
Ruling allows freeholders to vote on disbanding the Bergen County Police Department.
A judge has blocked a non-binding referendum asking if the Bergen County police should be merged into the sheriff’s office, but allowed the freeholder board to move ahead with an ordinance to disband the county police, northjersey.com reported.
Superior Court Judge Menelaos Toskos ruled Friday that the court could not move on an issue before it becomes an ordinance, the report said.
While the merger question won’t appear on the ballot, the freeholders could vote at their Sept. 12 meeting to disband the county police department. County Executive Kathleen Donovan, a supporter of the county police, is all but certain to veto the move.
The freeholders voted 4-2 in August to give voters a chance to weigh in on the proposed merger and passed an ordinance on first reading to dissolve the 89-member department. Donovan sued, claiming the moves were an overstep of the board’s power and the referendum was improper because it was not passed at a regular public meeting.

As a police officer in Hackensack (1964-1989 pre Zisa) We relied on the highly professional Bergen County Police to be there on the few occasions we needed them. They were a great backup to many police departments. They are a highly professional and well trained Para-military unit. The Sheriffs' office however, was known as a political dumping ground where “real cops” wouldn't extend Sheriff Officers the "professional Courtesy", as they never considered them "Real Cops" The merger will just make it like merging the TSA with the FBI.

While the disband the Bergen County Police. They should also look into cutting the town municapal Police Dept also. Teaneck has a excellent Police Dept. But, Englewood, Paramus and Oakland are glorified Security Guards. They do nothing to protect the citizens from crime. They are lazy and do not want to fill out police reports and have NO detective skills in solving crimes because they do not care about if you are robbed. I see no reason why taxpayers should be paying $150,000 to Police Officers to write tickets to earn revenue for the town. We are already paying hefty taxes to support their salaries. I would like to see their salaries greatly reduced especially in this economy or reduce the size of the Police Department.

So, a police officer, or group of officers, didn't do what you thought should be done? Guess that means all police departments should be reduced and their pay cut. So, Fair Lawn has about 55 cops, you're the expert, how many should we reduce to? I'm sure you have experience in police staffing needs and crime in Fair Lawn right? Oh, wait, I bet you're one of those "there's no crime in Fair Lawn..nothing happens here" people lol. Ever think that maybe the police do a good job keeping crime away from most people so they can have the luxury of thinking that way?..nah, you're right, they're ALL useless..silly me.

KEEP THE BCPD ! They are very professional, the provide services that individual towns cannot, they patrol the highways and keep the trucks "in line" ( only TWO counties can do this and BCPD is one of them ), BCP had the first canine service, they maintain an excellent SWAT, they provide SCUBA services, they train many many other officers at the BCPA, and the list will just go on.
I must disclose that I ahve known so many BC Police Officers over the years. I have taught at BCPA with some also. They are one of the finest police departments we have and if the were moved into the Sherrifs Dept. we would lose them forever into a political quagmire.

The BCPD is a skilled outfit yes, but we do not need two of everything. The Sheriff had the right to spend money and have a dept and all these services are not needed twice. I find it interesting that Donovan would like to merge sevices like the police in towns to save money but refuses to let go of her power and merge the BCPD with the Sheriffs office. Ironic isn't it? I voted for her, but now that she has taken my right or asked a judge who is an idiot to take my right away to vote on this shows me she knew she would not be happy with the results and the people of Bergen County would have spoken and it would have been against keeping the BCPD. Donovan has sadly lost my vote.

I dont see why we cant merge all the LOCAL pd into the county! Almost like NYC, you have the hugh department with all the precints. This is one way to do away with all the overpaid local police chiefs and assistants, you only need captains in each precint. I has always amazed me when one little local town pays the same amount of money to one chief as the head of the entire NYC department. Seems to me that is where the wast is especially when the locals seem to depend on the county when something bid happens anyway!

We could merge them all, but it would cost a lot more. The chiefs would be replaced with several mid level managers. We would also loss control at the local level, which would make it harder to hold the decision makers accountable.

You have a great point, If we do keep the BC Police I think we need to ALSO Look at the towns Police too. If the local rely on the BC then that says alot about the level of there work compared the outrageous salaries we are paying them. But it also says we might need Bergen County Police. The town Police can't handle complicated cases so why are we paying them $150,000 a year ?

While I disagree with the judges decision it was predicated on sound legal principals and jurisprudence. That being said, he should have allowed the referendum to go forward because it would have been helpful to see the opinion of the very people who must pay for a redundunt county police agency. He the people voted to incorporate the BCPD into the BCSD then the Freeholders would have had a mandate to do so and the County Executive could have vetoed it to face the rath of the electorate. A $631,000 dollar study found that the Bergen County Police should be dissolved as they did in Hudson County. One politician should not be allowed to stand up against fiscal snse and the will of the electorate. I'm for hearing from the taxpayer....

They can and they should be rolled into the Sheriff's Department and that's the gist of many of us who support consolidation. The political class, conversely, has a vested interest in keep the County Police but Donovans blind, rabid support to keep the Bergen County Police untouched makes me wonder why she's so dogged about keeping them when she knows that there's no economic advantage in keeping a redundant police force that's not cross trained nor specializes in law enforcement activity that no other agency does. Somethings not quite right here and it goes much deeper, I suspect, that simple loyalty. Why would Donovan be privy to an independant analysis of the BCPD at a cost of $631,000 dollars then ignore it when it recommends disbanding them? The fish rots from the head down...

There are too many elderly and non-violent offenders in the jail. Ask any nurse who has worked there. It's a vast waste of resources, including but not limited to public safety manpower. It's time to look at the many alternatives to the incarceration of these people. It's another way to keep our taxes stable.

With all due respect, you are factually incorrect about Sheriff's Officers not being able to "become cops," as you put it; they are cops.
I was in the Bergen County Police Academy with many Sheriff's Officers and they participated in exactly the same training classes that I did. They hold the same Police Training Commission Certificate that I have and they engage in the same patrol function that I do. They carry guns, on and off duty, as do I and they strive toward professionalism in a myriad of diversified duties. In every sense of the word they are police officers and some have given their lives in the line of duty. It's inappropriate to besmirch the memory of those like Sheriff's Officer Joe Rybka, who made the supreme sacrifice, by saying that Sheriffs Officers are not cops. That's simply incorrect, wrong headed, purposely hateful and inappropriate. Bergen County Sheriff's Officers are police officers and very professional police officers, at that. It's really no more complicated than that and I'm proud to serve along side them and to consider many Sheriff's Officers to be my closest friends. You may not be a fan of the Sheriff's Department, that is your privilege, but the hate filled rhetoric is beneath the dignity of everyone reading this and hurtful to the survivors. Let's try to keep them in mind when we respond.

In response to maryanne, who stated the Bergen jail is full of the elderly and "non violent" offenders, you seriously need a reality check. The jail houses roughly 900 inmates on a daily basis, whose charges range from domestic violence to murder, that's right, MURDER. So much for your " elderly and non violent" theory. I encourage you to do some research. You can start with the hostage incident that took place in the 80's, when two corrections officered were taken hostage and held for 24 hrs by inmates. From there research the late 90's when an officer I worked with was savagely beaten within inches of his life during a botched escape. That beating ended his career. Or research where Richard Kuklinshi, the "iceman" was housed. That's right, the Bergen County jail. Where do you think each and every killer, rapist, and thug who ends up in state prison starts out?? That's right, the county jail of the county they were arrested in. And there they stay, sometimes for a year or more until the trial and sentencing is done. Corrections officers, unarmed and outnumbered 60 to 1, have the hardest Job in law enforcement, bar none. I know because I was one first before I became a street cop. This responses has nothing to do with the merger question but I almost fell off my chair when I read that highly uneducated comment. Next time do your homework. Non violent and elderly???? Sgt Barry - basic academy training and a certificate do not make sheriff officers cops. they guard the courthouse and serve process. is that what a cop does at the port authority or in a municipality or in the state police? Ok for the record let's clarify some things for those who are confused, of which there appears to be many. Sheriffs officers are cops. They receive the exact same 19 weeks training, attend the exact same police academy class, and are awarded the exact same police training certificate as all municipal and county police officers. The only difference is their job title and function, currently. They handle court security, serve process, handle evictions, as well as missing persons and crime scene forensics. They may also conduct traffic enforcement and issues summonses or make arrests when needed. This all amounts to being qualified as "cops" in my book, although thy do not currently patrol towns. I think many people are confusing sheriffs officers with the other job title in that department, corrections officers, who while also able to make arrests and enforce the law, receive different training geared towards corrections and do not handle any traffic enforcement at all. Both titles fall under the umbrella of the sheriff.
