Why aren't the merchants at the Memorial Day ceremony and set up for their merchandising event afterwards?

We go every year since it usually lands on my birthday, this year it's the day after but we are still going & it's always fun & a good way also to meet up with people we haven't seen over the winter. We go to the ceremony & then hit the stores later. I am looking forward to see what Yo Boys will be doing for the festival.
